y0u will need psp I used 9 for this one a crumple filter or effect I am using alien skin xnofex 2 crumple

Ok Lets start

start with any size image you like flood fill color of choice

alien skin xnofex 2 crumple

crumple size 22.60

force 50 distort image checked

direction 60 inclination 58

high light brightness 19.47 highlight size51.20 light boost 50 choose color you like i use white or color I am working with

you can play around with settings if you like.

Then in your layers click on layer of your paper should be the only layer lol

reduce opacity down to under 50 percent you be the judge how clear you wish your tissue to be

then save as Png file

Done!!

Extra note 

you can try to put a drop shadow but when an image is clear it will effect the entire image what I have done is trace the edge just a bit of the edge copy past as new image and ad a slight drop shadow using a blur of  like 2 or 4 and then place it over the edge that is there and you should have it .
